The Wisconsin Interagency Quality Steering Team (QST) was established in 1992 to help advance Total Quality Management principles and to serve as a forum to foster effective cooperation among the conservation partners to strengthen conservation efforts. The QST proved itself as a valuable forum in its initial role providing Total Quality Management and facilitation training. Over the years it expanded to address interagency issues. An outstanding example of this success is evident from the work completed by the QST-sponsored Technical Standards Problem Solving Team and the subsequent development of the Standards Oversight Council.
In 2004 an interagency group was called together to revitalize and rename the QST and determine how it can best serve the agency partners and conservation efforts in Wisconsin. Attendees included representatives from the Department of Natural Resources, the Department of Agriculture, Trade and Consumer Protection, the USDA Farm Service Agency and Natural Resources Conservation Service, UW-Extension and WLWCA. The group agreed that routinely bringing this group together is extremely beneficial as an open forum to share different perspectives and to discuss Wisconsin's conservation issues. Program success needs respect and solid relationships between the agencies. The Wisconsin Interagency Conservation Working Group (ICWG) created the following vision and mission statements:

Vision To provide a forum that promotes sustainable interagency partnerships for Wisconsin conservation. |
Mission To facilitate communication and coordination for jointly identifying,
addressing and recommending solutions for issues facing Wisconsin
conservation partners in order to maximize resources and strengthen
conservation efforts. |
